Here's a list of Chaplin's feature films with the number of people rating them (summer 2017) and their rating on a scale of 10 on IMDB. It's a good indicator of the trajectory of Chaplin's career. His strongest films and most popular films, both then and today, were made 1925-1940. However, part of the reason for the relatively low reviewer numbers for the films made after 1940 is the lasting effects of politics on Chaplin's career. More on that later.
